Abstract

Oregon’s public policy landscape over the past 10 years has seen issues brought forward via legislative action including a community college “promise” program,accelerated college credit opportunities and the transfer of courses between community colleges and public universities. Adding to the complexity of these issues is the independent culture of Oregon.
