This research examines the structure and competitive dynamics of the pay television and over-the-top video industries and the ways in which corporate interests and the Canadian Radio-television and Telecommunications Commission’s hands-off approach to regulating foreign subscription streaming services have hindered the growth of the creative industries and threatened the sustainability of competing domestic pay television services. A framework promoting the regulation of subscription-based online video services is provided.
