Measurement and reporting of inequality in education

Proposal

Equity is a key feature of the new Sustainable Development Goal 4 for Education (SDG 4), which calls for no one to be left behind. If this goal is to be achieved, countries will need new and refined guidelines and data tools in order to measure disparities in a comprehensive and comparable way. Considerable progress has been made by countries and regions in tracking inequality in measures of education participation or learning outcomes, due to the increasing availability of data from household, student and school surveys. However, several obstacles remain as the international community tries to build on these recent improvements.

This paper provides an overview of recent initiatives by the UNESCO Institute for Statistics (UIS) in support of the measurement and reporting of inequality in education. These initiatives include the formation of the Inter-Agency Group on Education Inequality Indicators (IAG-EII), the publication of new guidelines on data collection and indicator calculation, and increased availability of disaggregated data on education in the public UIS database. The efforts of the UIS to improve the evidence base for education policy and monitoring of progress towards SDG 4 is illustrated at the example of selected education indicators.
