SUMMA is the first Education Research and Innovation Laboratory for Latin America and the Caribbean. It was created in 2016 by the Inter-American Development Bank (IDB) and Fundación Chile, with the support of the Education Ministries of Brazil, Chile, Colombia, Ecuador, Mexico, Peru and Uruguay.
For this panel, the SUMMA research team will present a regional study of educational quality in SUMMA member countries. First, a comparative analysis will seek to define and measure clearly what is understood by educational quality in the Latin American region; considering dimensions such as academic performance, equity, inclusion, and citizenship education. Based on these definitions and indicators, SUMMA will present a regional diagnosis of educational quality, showing the gaps and disparities in quality in each of the countries, as well as the extent to which elements of quality are reflected in its education institutions. The institutional analysis will be carried out through a network of institutions from each of the countries; analyzing the gaps both between the definition of quality and the institutional frameworks, as well as between the countries’ regulations and the practice of what is implemented and observed through key indicators. Following the definition of the concept of educational quality and the identification of equity gaps in reaching the standard of quality, the paper will share proposed strategies for addressing the gaps, both at the micro-level (classroom) and macro-level (system structure). Finally, the paper will offer an initial estimate of the cost of the proposed strategies for each country.
