An overview of the Assessment for Learning (A4L) initiative

Proposal

The A4L initiative came about in recognition of the fact that in GPE developing country partners, there is a lack of capacity, transparency and effective operationalization in the design, application, reporting, and dissemination of learning assessments. To the extent to which learning data is available, it is generally vastly underutilized and does not inform policy and practice. Rectifying this situation requires robust national learning assessment systems, including the policies, structures, practices, and tools to generate and use information on student learning.

Through A4L, GPE is working to enable such robust systems through its core activities of supporting diagnostics, enabling regional networking and increasing the knowledge base and availability of tools to measure 21st century skills. The initiative’s theory of change posits that these interventions will enable countries to develop evidence-based strategies that are informed by good practice, build capacity for their national learning assessment systems and adopt broader measures of learning.

This presentation will share the theory behind the A4L initiative as summarized above and give short updates about the respective activities. It will consider how the A4L work reflects GPE’s Strategic Plan for the 2016-2020 period, as well as how it contributes to the GPE Results Framework, which has specific indicators on learning assessment systems and improved learning outcomes. In addition, the presentation will discuss how A4L works in complement to the GAML and how future phases of the A4L work may support efforts to ensure the availability of robust comparable learning data in all countries.
