NEQMAP: Regional networking to support strengthened learning assessment systems in the Asia-Pacific

Proposal

NEQMAP is a regional network on learning assessment which was established by UNESCO’s Asia-Pacific Regional Bureau for Education (UNESCO Bangkok) in 2013. To date, it counts 47 members from 26 countries/jurisdictions of the Asia-Pacific region, including Ministries of Education, national assessment bodies, research institutes, universities and NGOs from a range of countries. The Secretariat of NEQMAP is managed by UNESCO Bangkok.

In its more than four years of existence, the network has enabled collaborative research (on topics such as the impact of assessment on policy and practice, the assessment of transversal competencies, school-based assessment, etc.), knowledge sharing (through a knowledge portal, webinars, meetings, an e-newsletter, etc.) and capacity development for the benefit of its member institutions and other partners. Given this work, NEQMAP is now seen as a model for regional collaboration around assessment issues and is receiving support through the A4L initiative. Much of this support is hinged around the collaborative aspect of the network and the way that it has been able to facilitate dialogue and exchange between countries in an organic manner.

In this presentation, a summary of NEQMAP’s key accomplishments and the current work underway through the A4L initiative will be shared. The presentation will put a particular emphasis on NEQMAP’s capacity development work at regional, sub-regional and national levels and consider how this work is helping to strengthen learning assessment systems in countries of the region. It will also consider the value added of networking across countries as a strategy to support strengthening national systems.
