Current Afghan policy priorities: Community-based education and national development

Proposal

This presentation will provide the rationale, historical background, and implementation mechanisms for recent national policies concerning the development and sustainability of CBE.
The Ministry of Education (MoE) will discuss past practices, successes, and failures in the delivery of education to the communities across the country. This presentation will also elaborate on the positive and negative impacts of collaboration and partnership between MoE at all levels, international NGOs, national NGOs, and community entities in the delivery of CBE. The government of the Islamic Republic of Afghanistan launched the Citizen’s Charter National Priority Program (CCNP) in 2017 with the aim to provide and improve basic public services to the villages to break the poverty cycle and to build trust in government institutions at all levels. CCNP envisions greater involvement of local community institutions, locally referred to as shuras, in managing and administering the CBE classes in the villages. The MoE will present the concept of sustainability from the perspective of education programming and policy. Additionally, the MoE has recently revised the CBE policy in collaboration with other education stakeholders, which encompasses three options for handover of CBE classes once NGOs end their involvement. This presentation will focus on: a) the handover option that involves the local community institutions and the institutions’ roles and responsibilities envisioned in the CCNP; b) MoE’s partnership with NYU ALSE during the experiment of handing over 69 CBE classes throughout 62 villages in Afghanistan, and c) the partnership and collaboration between the MoE and a research entity, “learning by doing” approach in capacity building, and lessons learned from this partnership that will be carried on in MoE’s efforts to provide sustained CBE classes at the village level, which feed into the broader education policy.
