Privatisation of education in African Francophone countries

Proposal

In October 2017, more than 80 organisations and States representatives from 24 Francophone countries have met in Dakar to discuss the involvement of private actors in education in the Francophone countries and explore solutions to defend the right to free quality education in this particular space. This important meeting have highlighted the privatisation of education trends in this region focusing also on specific countries (Côte D’Ivoire, Cameroun, Morocco) and bringing the perspective of various actors: civil society organisations, teacher unions, intergovernmental organisations, researchers and State representatives. Various aspects of the privatisation of education have been discussed: historical background, inequalities and segregation, regulation, teachers status, infrastructures and schools supplies, non-formal education, teaching languages, emergencies contexts, digital and commercialisation of education. This paper compiles and analyses the information shared during this meeting providing an unique overview of the privatisation of education in African Francophone countries as little research exists so far on this issue for this region. The paper will also present the outcomes of the meeting in term of further research to be undertaken in the region to respond to the need for better assessment and response to the privatisation phenomena. It will contribute to have a better overview of the privatisation of and in education globally discussing similarities and differences of the phenomena in Francophone countries in comparison to other regions.
