Conducting Early Grade Reading Assessments (EGRAs) in low resource and conflict areas

Proposal

Under the umbrella of the Sindh Basic Education Project (SBEP), the Sindh Reading Program (SRP) is designed to improve student performance in early grade reading for 400,000 children across eight districts in the province of Sindh in Pakistan.

SRP is working to improve the educational landscape in the Sindh Province by using EGRA for measuring early grade reading. Developed in partnership with STS, the tool is adapted for use in Urdu and Sindhi languages against specific tasks that are administered to students. The EGRA tool has been extensively used for both diagnostic assessments as well as formative assessments. As of September 2017, EGRA has been administered in 1,150 schools (560 for the baseline and 590 for the midline) to measure the impact of project interventions on reading outcomes. In addition to this, the EGRA tool has been used for formative assessment in more than 3,700 schools. From this, customized teaching advice is generated in local languages for classroom teachers to help modify their teaching practices.

SRP has worked through and with key government counterparts by building their capacity in the areas of item writing, enumerator training, tool administration and analysis and reporting. Some 500 government teachers have been trained to administer the table- based EGRA, and these teachers now form a strong resource base for government-run initiatives.
