Regional Prosperity and Transnational Higher Education Growth: Research on the Factors Influencing the Development of Sino-foreign Cooperative Education

Over the past decade, Sino-foreign cooperative education has been rapidly expanding, the data shows that there are more than 33 million people enrolled. This paper uses the descriptive statistical method to analyze the scale development, major characteristics, regional distribution, sponsored institutions, tuition fees and close situation of Sino-foreign cooperative education in China, and reveals the characteristics of the social and economic foundation. Comparing the overall and internal development of Sino-foreign cooperative education in Shanghai, Jiangsu and Guangdong provinces, the paper validates the social and economic foundation behind the development of Sino-foreign cooperative education.
Based on the panel data of different provinces, this paper analyzes the impact at economic development level, residents' living standard and regional education stock on the development of Sino-foreign cooperative education by means of quantitative analysis. On the basis of reviewing and summarizing the relevant research, this study employs the panel data of 30 provinces from 2004 to 2014, and uses the fixed effect model to analyze the influencing factors of the development of Sino-foreign cooperative education and its influence. It is found that per capita GDP and local development higher education preference have a significant positive impact on the total scale of Sino-foreign cooperative education, and the quality and quantity of higher education have a significant negative impact on the total scale of Sino-foreign cooperative education. The impact of per capita GDP on the socio-economic foundation of Sino-foreign cooperative education is still significant, but smaller than the coefficient in the total scale, but the influence of the market development level and the Engel coefficient is significant. And due to the Ministry of Education in 2012 to open the Sino-foreign cooperative school examination and approval, the scale of Sino-foreign cooperative education has produced a stimulating effect, which from the research data have been tested.
On the basis of empirical research, this study puts forward some suggestions on the policy direction of the development of Chinese-foreign cooperative education. Including the development of social and economic development on the basis of a modest expansion of the scale of Sino-foreign cooperation in running schools, improve the market environment to attract foreign quality education resources, optimize the professional set up service industry economic upgrading, improve the layout of Sino-foreign cooperation and strengthen scientific research to enhance government governance level and so on.
