Proposal

Dr. Haiyan Hua is the Vice President and Lead Education M&E Advisor for World Education, Inc. He graduated from Harvard University with doctoral degree in education policy and research and has taught for more than 20 years at the International Education Policy (IEP) program at the Harvard Graduate School of Education (HGSE). Based in Boston, he provides leadership, oversight, and management of education programs in MENA and Africa regions For World Education. Dr. Hua has more than 20 years of experience in international development programs funded by the World Bank, UNICEF, UNESCO, USAID and other donors assisting Ministries of Education to develop and strengthen their institutional capacity in educational policy planning, research and evaluation, M&E, and data for decision-making, and serves as a high-quality resource of expertise in education sector. Dr. Hua served as Research Director for a five-year, multi-country USAID-funded Girls’ and Women’s Policy Research Activity implemented by World Education, HIID, and HGSE. He has worked extensively in Jordan, Egypt, Malaysia, Lithuania, Namibia, Ghana, Georgia, Armenia, Jamaica, Colombia, Paraguay and numerous other countries around the world, with a focus on educational policy planning and research, monitoring and evaluation, and EMIS development in education sector. He will bring specific examples of current programs to the discussion.
