The 2019 GEM Report Gender Review
Gender equality in education is a core objective of the Sustainable Development Goal (SDG) 4 on education. Achieving gender equality in education, and using it to improve gender equality in society are necessary to help achieve the interlinked ambitions of SDG 4 and SDG 5 (gender equality) in the 2030 Sustainable Development Agenda.
From a monitoring perspective, the 2019 GEM Report’s Gender Review will propose the adoption of a global framework for measuring and monitoring gender equality in education, developed through extensive gender expert consultations between 2015 and 2016. The new gender equality in education framework built on the original framework developed in 2015 by Elaine Unterhalter of the Institute of Education (IOE) at the University College of London (UCL). It aims to be broader, and goes beyond just parity in education indicators and embeds substantive gender equality in education dimensions across six domains.
The domains to be monitored using this framework include:
• Educational opportunities (gender parity indices across all level of education and different educational aspects)
• Gender norms and values, which shape attitudes and practices
• Institutions outside education systems (e.g.legislation forbidding gender-based discrimination)
• Education laws and policies (guaranteeing the right to education for girls and women, and gender-responsive planning and budgeting within the education systems)
• Education system institutions and the extent to which they are gender sensitive and responsive (resource distribution - finance and teaching profession; teaching and learning practices and learning environments)
• Outcomes of education (economic and employment opportunity, political participation and leadership, health and well-being).
The presentation will describe the conceptual framework, and some key indicators from each domain. The GEM Report recommends that the improved gender equality in education monitoring framework should be used and disseminated widely in order to keep the issue of gender equality in education high in the political agenda.
The 2019 Gender Review will also cover the relationship between migration and displacement, education, and gender. One of the main current and intensifying challenges for sustainable development is the situation of migrants and displaced persons. While migration and displacement are not new phenomena, there is intensified media attention, advocacy and national and global policy developments around migrants and displaced persons. The analysis in the Review will discuss the gender, migration and displacement context, and the opportunities and vulnerabilities faced by women and men in migration decision-making and processes. It will then assess the available data on the gendered education situation for migrants or refugees, and analyse the deskilling realities and skill development needs of adult migrants and refugees. It will include analysis on the role of remittances from migration on education. The objective is to help identify challenges and opportunities, research gaps and policy solutions to inform gender sensitive and responsive planning, policies and programmes in the education sector.
