USAID’s Employment Survey for Measuring Outcomes of Youth Employment Programs

Proposal

The first session of the panel will provide an overview of the updated USAID guidance on measuring outcomes of youth employment programs, and will specifically focus in on USAID’s new employment survey. The guidance presents an extensive collaborative effort across the Agency’s offices and between key partners engage in youth employment programs and aims to improve monitoring and evaluation practices of youth employment programs through the use of comparable outcome indicators. The survey collects a range of employment data pre- and post- intervention in order to help programs measure changes in key youth employment outcomes, including employment status and earnings. In addition, the data generated from the survey will enable USAID to compare and assess program outcomes across countries and contexts. The survey questions were cognitively tested in three countries (Kenya, Philippines, and El Salvador) in September-October 2018, and the survey will be piloted in three more countries in November 2018. The session will share firsthand results from the cognitive and pilot tests and key changes made to the survey and guidance note as a result of the tests.
