Tue, April 16, 3:15 to 4:45pm, Hyatt Regency, Floor: Bay (Level 1), Seacliff A

Proposal

2018 marks the 50 anniversary of the formation of the Joint ILO/UNESCO Committee of Experts on the Application of the Recommendation concerning Teaching Personnel (CEART), the foremost world body concerned with international standards for teachers and the teaching profession. The Joint Committee advises ILO and UNESCO on better ways to promote knowledge and use of the Recommendations to Member States, and the CEART Working Group on Allegations examines allegations from teachers’ organizations, especially unions, on the non-observance of the Recommendations in Member States. It issues findings and makes suggestions for the resolution of the problem or conflict.

This paper will provide an overview of the history of the two Recommendations and of the CEART itself from the perspective of a member of the Joint Committee and its current Chairperson. The paper will describe how the CEART operates to make its recommendations that are intended to guide the actions of national authorities, employers and workers’ organizations, and other education stakeholders on how to improve the condition of the teaching profession using the two Recommendations as guidelines. It will also document some of the Joint Committee’s successes over the years and several challenges that it confronts today based on the increasingly crowded international education and development space where other organizations with very different mandates and modes of operation. It concludes by recommending ways that the CEART could amplify its voice in promoting the 1966 and 1997 Recommendations for the betterment of teachers and their organizations around the world.
