Global Tools for Monitoring and Evaluating School-Related Gender-Based Violence

Proposal

The Global Working Group to End School-Related Gender-Based Violence is a community of researchers, practitioners, and policymakers working to increase coordination and develop shared resources and tools related to SRGBV. Two main measurement resources have been produced from the Global Working Group efforts: the SRGBV Whole School Minimum Standards and Monitoring Framework (finalized Fall 2018) and SRGBV Global Toolkit (to be finalized in 2019).

USAID commissioned the drafting of the original SRGBV tools and conceptual framework, undertaken by RTI International in 2014. The SRGBV tools were developed to provide a “one-stop shop” for SRGBV survey instruments to collect a variety of data. The types of data solicited include the nature and extent of the various forms of SRGBV; attitudes and beliefs about gender equality, gender norms, and the power relations that produce and perpetuate SRGBV; and perceptions of “life at school” or the school climate. The survey instruments were developed for students aged 8 to 18 years, teachers, and parents and other caregivers. These instruments were piloted in Uganda, where it was determined there was a need for an additional field test to further refine the set of survey modules into a comprehensive “Global Toolkit” on SRGBV. All instruments were reviewed, revised, and retested for reliability and validity by Dexis and RTI in Malawi in 2018.

UNGEI developed the SRGBV Whole School Minimum Standards and Monitoring Framework which provides a framework for action to guide policy makers and practitioners to design school violence prevention and response. The purpose of this tool is to guide program design and strengthen monitoring of prevention and response actions, contributing to more robust data collection and accountability for SRGBV incidents, at the school, district and national levels. The resource outlines a Whole School prevention model with eight evidence based standards. These standards are accompanied by a monitoring framework and a set of proposed indicators at the school and district or national level to enable implementation strategies to be monitored and adapted. The monitoring framework is currently being field tested in Zimbabwe.

The SRGBV Global Toolkit provides extensive tools and implementation guidance on conducting in-depth assessment of school climate, the prevalence of SRGBV, and Social-Emotional Learning (SEL) competencies and agency related to SRGBV prevention. The SRGBV package consists of a suite of survey instruments (modules) that can be strategically selected according to the design requirements of the user, including applied research, assessment, and evaluations of SRGBV prevention and response programs. The Whole School Monitoring Framework complements this by providing a monitoring approach that allows the tracking of results and outcomes of SRGBV prevention and response programs. It provides a framework for a whole school approach, guidance on monitoring whole school approach, and illustrative indicators that are sub-divided into process, driver, and prevalence indicators. Together these resources provide policymakers, researchers, and practitioners with the tools they need to collect and make use of meaningful data on SRGBV and to measure progress towards ending it.
