Collaboration: a model of sustainable change

Mon, April 15, 3:15 to 4:45pm, Hyatt Regency, Floor: Bay (Level 1), Bayview A/B Foyers

Proposal

Two decacdes after the transition to democracy in 1994, South Africa took stock of its progress in education and developed a National Development Plan. Education stakeholders then embarked on a process to develop a response to the challenges confronting the country. It was clear that government alone was not in a position to take on all the responsibility. An Education Collaboration Framework was the outcome; a new conceptual model which brought together govenement, trade unions, business and civil society working within a social compact that leverages high level political will, resources, intellectual capital and innovation to make a step change in education outcomes. This presentation reflects on the concept and experience of implementing the model to leverage change. Unlike, typical partnership models in education, it does not rely on corporate social investment or typical NGO implementation models. Within 4 years the Colloboration model has reached nearly 2/3 of schools in the education system. This paper presents the lessons learnt and the outcomes to date especially when trying to achieve change at scale in education.
