Proposal

Preconditions for Sustainability need to deal with the Political, Institutional and Technical aspects of proposed interventions—in concert with many other types of improvement, Political elements require both those immediate recipients (schools, parents, teachers) as well as the most supportive or active intermediate administrative layers (ward, woreda or district) and the most senior levels that fundamentally allocate system resources—prime minister, president, or cabinet level officials. This is helped immensely if key indicators and perceived outcomes, such as attendance, and use of funds, are shared by all levels of the administrative support for education.
This section will make reference to studies of Institutional Change developed by USAID’s supported EQUIP II project which resulted in Institutional Innovation findings that further deconstructed the element of change towards sustainability in terms of:
