Proposal

With the increasing demands of top talents in the era of modern science and technology, the competition of top talents has become a symbol of national competitiveness. Meanwhile, the dig data analysis, as an advanced technology, is expanding the dimension of educational evaluation and quality assurance under the trend of the globalization. It also caters to the reform and innovation of higher education and postgraduate education in the world. Although some countries in global education expansion have made some efforts to cultivate top talents with the advanced models including joint training, contractual programs, transnational cultivation, etc., there exits an unbalance in relevant with the development of the postgraduate education between developing countries and developed countries.
This panel session named Development and Challenge of the Postgraduate Education will be divided into four themes including Doctoral Education; Reform of the Postgraduate Education and Management; Quality Assurance and Evaluation of the Postgraduate Education; the World-class Universities Construction in order to discuss the problems, current status and challenges of the global postgraduate education.
随着现代科技对高端人才的需求量不断增大，各国间的人才供需已成为体现国家竞争力的标志之一。同时，全球一体化进程的加快也拓宽了研究生教育的疆域，孕育出跨国教育培养、联合教育培养、委托教育培养等国际高等教育发展的新模式。而大数据时代的来临，进一步拓展了研究生教育评估与质量保障的维度，打破了国际学科建设与高校合作的壁垒，拉动着全球研究生教育同步发展。可以说，研究生教育的改革、发展与创新，已不仅仅是一个国家的事，更是全球高端人才、核心人才、创新人才、复合型人才培养的共同事业。
从目前国际研究生教育发展趋势来看，高等教育的大众化、国际化发展，使得研究生教育的生源基础不断扩大。而研究生培养数目的扩大，又激化了研究生教育模式与学科建设的结构调整与理念改革。同时，大数据时代的到来也配合着高等教育转型，催生出研究生教育评估模式与质量保障的创新与探索。从总体上看，全球高等教育的一体化进程似乎拉平了各国研究生教育水平的差距，各国间人才输入输出的双向培养，也让研究生教育的发展趋于同质化、水平化。但由于经济水平和国家实力的悬殊，发达国家与发展中国家的研究生教育水平还存在较大差距。与发达国家相比，目前发展中国家的研究生教育正经历由规模发展到内涵提升的转变阶段，在学科竞争与人才培养中也处于相对弱势的地位。
针对全球研究生教育发展所面临着机遇与挑战，各国政府纷纷采取措施，加快战略部署，不仅提高了研究生教育的培养力度，加大了研究生教育的经费投资，也调整了研究生教育的学科建设与规划，加强了研究生教育的质量保障力度，以期在激烈的国际竞争中，提高研究生教育的质量，加快研究生培养模式的转型，丰富研究生教育发展的理论内涵和建设维度。
目前，在国际竞争日趋激烈的情况下，提高研究生教育质量已成为各国现代化建设的阶段性特征和高等教育国际发展的深刻命题，也是当前各国研究生教育改革发展最核心、最紧迫的任务。面对全球研究生教育的发展机遇与挑战，本次讨论以“研究生教育的发展与挑战”为主题，下设“博士生教育”、“研究生教育管理变革”、“研究生教育质量保障与评估”、“世界一流大学建设”四个议题，针对全球研究生教育的时代任务、改革趋势、创新理念、管理变革、监测评估、质量保障、学科建设等方面，共同探讨全球研究生教育面临的问题、发展现状与未来挑战。
