Proposal

With the accelerating process of globalization, talents, material resources and capital has gradually broken the barriers of national borders. International cooperation in higher education has also become an inevitable trend. More and more countries regard international cooperation in higher education as a key way to improve its global competitiveness. From the point of contents, international cooperation in higher education includes the establishment of overseas branches of colleges and universities, the attraction of international students, etc. From the perspective of subjects, the government, higher education institutions, and third-party NGOs play their unique roles in the international cooperation of higher education. Therefore, our group focuses on the theme of international cooperation in higher education, sharing the unique experience of the United Kingdom, the United States, India, countries along the “Belt and Road” and UNESCO. To a certain extent, our discussion shows the present situation, characteristics, and trend of worldwide higher education cooperation.

随着全球化进程的不断加快,人员、物质资源和资金的流动逐渐打破“国界”的壁垒,高等教育领域的国际合作也成为必然趋势,越来越多的国家将高等教育国际合作作为提高全球竞争力、影响力的重要抓手。从内容来看,高等教育国际合作包含高校海外分校的建立、国际学生的招揽等;从主体来看,政府、高校、第三方非政府组织在高等教育国际合作中扮演各自独特的作用。因此,本小组以高等教育国际合作为聚焦点,分享全球视野下英国、美国、印度、一带一路沿线国家以及联合国教科文组织在促进高等教育国际合作方面的独特经验。首先,安亚伦博士以美国为例,探讨了新世纪以来,在联邦政府、州政府和高校的共同努力下,美国招收国际学生的策略、成效及其面临的挑战。接着,曾晓洁老师探讨了印度作为海外分校输出最多的发展中国家,其建立海外分校的发展动因和区域布局。同样以海外分校为聚焦点,张瑞芳则侧重于海外分校的引入,探究了“一带一路”沿线国家所引入的海外分校在地理分布、专业设置、办学层次、建校模式、教学语言等五个方面的发展现状。此外,彭婵娟博士以推拉理论为工具,分析了英国文化协会在促进英国高等教育国际化方面的直接和间接作用。最后,段世飞博士梳理了联合国教科文组织参与全球高等教育治理的历程和途径,并探讨了联合国教科文组织参与全球高等教育治理的局限性及其重要作用。上述五人以不同主体、内容为侧重点,探讨了重点国家和组织在高等教育国际合作方面的独特经验,在一定程度上展现了全球范围内高等教育合作的现状、特征和趋势。
