Mainstreaming Equity in Innovative Results Based Financing Mechanisms For Education in the Global South - An Exploratory Analysis

Sun, February 19, 9:45 to 11:15am EST (9:45 to 11:15am EST), Grand Hyatt Washington, Floor: Independence Level (5B), Independence B

Proposal

In this paper, I conduct an in-depth analysis on two results based financing mechanisms (RBF) in education. I discuss how equity concerns are being explicitly addressed within these models designed for the poorest and most marginalized populations in the Global South. This analysis has been conducted through a comprehensive desk review. A brief overview of social impact bonds (SIBs), development impact bonds (DIBs), and program-for-results will be provided, including a landscape analysis. I will then examine how - if at all, and to what extent - equity concerns are/have been explicitly addressed in these mechanisms. To this end, two case studies are conducted. One is of the Educate Girls Development Impact Bond (India) and the second is the Performance for Results tool for the General Education Quality Improvement Program For Equity (Ethiopia). I will conclude with a discussion on how equity can be better integrated in the design and implementation phases of the analyzed RBF modalities to improve equity. This will entail a discussion on common adverse effects of such modalities.
