Performance improvement of local organizations, institutions, and individuals is core to an international development agency’s Education Sector activities across the education continuum, from pre-primary through higher education. The CBLD-9 indicator measures the percentage of U.S. Government-assisted organizations with improved performance.
Use of the indicator has two critical considerations: The first is that the measurement approach should capture performance, not latent capacity; the second is to measure organizational performance results, not activity implementation. According to agency stakeholders, these important distinctions need further exposition in the context of the education sector.
Therefore, we developed a guidance document, which will be the focus of this presentation. The guidance is for reporting on the CBLD-9 indicator that provides examples from pre-primary, basic and secondary education, higher education, and youth development with the aim to increase the use of the indicator and improve the accuracy and efficacy of its use.
We developed the guidance through several structured meetings with agency partners and a working group; review of CBLD-9 data already collected; and key informant interviews with those who can speak to the challenges in collecting CBLD-9 data in general, as well as in collecting capacity development data for education (with or without CBLD), in particular. These inputs informed both the content and the structure of the guidance, and include several examples of how CBLD-9 can be used.
Throughout this presentation, we will introduce attendees to the CBLD-9 indicator, explain the key features of the guidance document, and promote its use. In this way, the performance of local organizations can be measured and potentially improved.
