In 2019, USAID launched the New Partnerships Initiative (NPI) which aims to “…diversify USAID’s partner base by expanding opportunities for new, nontraditional, and local partners. NPIs are USAID’s key strategy to bolster localization and empower entities of host countries to lead its development efforts. Through NPIs, the Agency promotes local leadership, seeks innovative approaches to fostering inclusive and sustainable development, and encourages new sources of funding to sustain partnership and scale impact” . Through NPIs, USAID seeks to change “how to partner” when implementing development strategies. In doing so, USAID promotes practices that shift decision-making responsibility in the areas of priority settings, intervention design, and evaluation to local organizations.
