The Center for Educational Study and Policy is an independent non-profit foundation that focuses on strengthening policy implementation and evaluation to build an education ecosystem that stands on the children’s side. They will present about the inclusive governance of the reform, engagement of the local education group and grassroots movement, the process of policy making and feedback loop.
To improve the quality of education equitably, since 2019, The Ministry of Education, Culture, Research and Technology (MoERCT) has been releasing 24 new major policies within the framework of Merdeka Belajar (Emancipated Learning). The policies are to be implemented in the country where over 44 millions of students enrolled in 219 thousand schools from elementary to senior high schools. PSPK (The Center for Educational Study and Policy), an independent non-profit foundation, takes part as a think tank in the formulation, implementation, and the monitoring of several Merdeka Belajar policies, as well as in collecting feedback and evidence for policy improvement. Reflecting upon its role, PSPK is going to present the challenges and opportunities in inclusive governance of education reform through partnerships, including public-private partnerships for improving education in Indonesia and the engagement of non-state actors such as non-government organizations, philanthropic foundations, local community groups, teacher education providers, private education providers, education technology companies, research institutes, and the media. There are several areas in which non-state actors are engaged in education ecosystem in Indonesia: (1) enhancing quality of learning, (2) increasing access to education, (3) influencing policies through research, and (4) supporting the capacity of the policymakers at both national and sub-national levels. While the governance welcome collaboration and participation in policy formulation and implementation, there are some challenges to synchronizing the strategies among the actors. To align the national priorities with the non-state actors objectives and strategies, in 2022 a local education group namely Mitra Pendidikan Indonesia (MPI or Indonesia Education Partners) was established co-chaired by MoECRT and the Ministry of Religious Affairs (MoRA). Members of MPI agreed upon the goals, i.e., to improve the quality of learning equitably particularly in promoting literacy, numeracy, and general competencies.
