The presenter will showcase the Ghana Accountability for Learning Outcomes Program, focusing on key aspects of the reform. The presenter will highlight the implementation of the Accountability for Learning Framework, which included the harmonization and digitization of data collection and analysis using tablet and app-based tools. The digitization of the Education Management Information System (EMIS), school mapping, and student tracking enhanced data utilization. The creation of an integrated accountability for learning dashboard provided comprehensive insights.
The presenter will also discuss the National Assessment Strategy, which involved the development of assessment tools benchmarked against international standards. A pilot national census assessment at the primary four (P4) level refined assessment practices, while the integration of the national assessment database with EMIS improved data utilization. The dissemination of school report cards aimed to enhance accountability.
Furthermore, the presentation will cover policy reforms for teacher management, including the review and reform of teacher recruitment, deployment, transfer, and incentive policies. A functional analysis of staffing and roles at the national, regional, and district levels was conducted to improve learning outcomes. The implementation of a dedicated school leadership program and corresponding qualifications for head teachers aimed to strengthen educational leadership.
By highlighting these key aspects of the reform, the panel presentation will provide valuable insights into the Ghana Accountability for Learning Outcomes Program, its implementation process, and the resulting impact on learning outcomes in Ghana.
