Diagnostic tools to empower data- and evidence-informed education systems change

Description of Session

Education is a human right. Lack of access to schooling and lack of learning in school can be a reason to protest. Understanding the root causes of failures of education systems is key to providing quality education services to children and youth. Diagnostic tools are important tools to understand these root causes.
This workshop will provide an overview of diagnostic tools available to governments and education stakeholders interested in addressing the following areas to build strong education systems, e.g.,
• Policy questions,
• Macro- or system level questions,
• Customizable micro level questions,
• Specific non-customizable questions, e.g., focused on a sub-sector.
Throughout the sessions, we will mix brief overviews and presentations of concepts with concrete use examples of different tools. The workshop will be interactive with break-outs and group discussions.
Learning objectives:
- Getting an overview of different types of diagnostic tools;
- Understanding the scope of some of the tools and where they have been applied;
- Understanding how some of these tools can be applied in practice.
Agenda:
• Welcome, introduction (5 min)
• Diagnostic Tools overview and discussion (30 min)
• Introduction of each diagnostic tool (20 min)
• Break (15 min)
• Round 1- break-out groups: Each WS participant will be able to participate in 2 breakout groups (35 min):
• PROFILES ENHANCING EDUCATION REVIEW (PEER) (GEM REPORT): Provides descriptions of national laws and policies on the theme of the Global Education Monitoring Report, incl. inclusion, private sector regulation, technology, school leadership.
• GLOBAL EDUCATION POLICY DASHBOARD (World Bank): Uses 3 light instruments (School Survey, Policy Survey, and a Survey of Public Officials) to report on 39 indicators that provide a snapshot of how well the education system promotes learning.
• THE RISE SYSTEM DIAGNOSTIC TOOL (RISE/FCDO): Aims to facilitate and support government actors in selecting high-level strategic reform priorities to improve learning.
• ANALYSIS OF EDUCATIONAL QUALITY MANAGEMENT PRACTICES (UNESCO IIEP): Allows to get closer to the actors at all levels of the education system (school and its community, decentralized units, central administration) to observe and describe their daily practices and question to what extent these practices are relevant, coordinated, and aligned to achieving quality education.
• EDUCATION MICROPLANNING TOOLKIT (UNESCO): Supports education planning at the local level, emphasizing four main aspects of planning and change: increasing access, improving learning outcomes, enhancing community participation and supporting open and informed decision making.
• PRE-PRIMARY SUBSECTOR ANALYSIS TOOL (UNICEF): Aims to support national stakeholders to assess the strengths and weaknesses of all aspects of their pre-primary subsector, including equity, inclusion, etc.
• CORRUPTION-RISK ASSESSMENT/INTEGRITY ASSESSMENT (UNESCO): Identifies so called red flags and corruption risks in the education sector, reviewing different domains of educational planning and management.

• Feedback from break-out sessions and discussion (20 min)
