This presentation will share practical insights and lessons learned from working alongside government partners and other international organizations and institutions to support the development of the Comprehensive Assessment and Management Information System (CAMIS) in Rwanda. CAMIS facilitates the gathering, analysis, and most crucially, application of formative data at all levels of education. It is a framework for collecting and storing continuous assessment scores in a national database. GPE KIX research project “From Data to Action: Enhancing education policy and practice using innovative national data systems in Rwanda” explored how CAMIS could provide information about teaching practices and student learning to policymakers, such as Rwanda's Ministry of Education. The presentation will highlight the barriers to data system use, the innovations that overcame these challenges, and the broader implications for education system reform in the digital age. Experience in Rwanda shows that creating functional data systems within broader education frameworks requires a multifaceted approach. It emphasizes not just data collection, but also the ability to act upon it, creating a sustainable framework for long-term educational transformation. This includes designing user-friendly interfaces, conducting thorough user testing, adapting to local contexts, and crucially, building the capacity of stakeholders to leverage these systems for meaningful education reform.
