In a series of four strikingly comprehensive international convenings in the decade of the 1980s, UNESCO’s International Bureau of Education covered primary, secondary, and post-secondary education levels. From the 38th to the 41st convenings of the International Conference on Education (ICE). A number of consistent themes also run across this series of conferences and their outcome recommendations, and this paper particularly focuses on (1) the emergence of computing technologies as a signature element of technological change together with (2) discussions on the future of work. A detailed analysis of the drafting processes helps us to understand the ways that UNESCO aimed to advance its role as a key actor in global educational governance in the decade.
