Case Study of Bina Keluarga Balita (BKB) Parenting in Sumba, East Nusa Tenggara province, Indonesia

Relevance
By examining the effectiveness and efficiency of the BKB parenting program in Sumba, Indonesia, with a focus on its delivery methods and strategies, this case study will provide insights into enhanced approaches. Additionally, it will emphasize the urgency of adopting a contextualized approach based on the location, culture, and lifestyle of the local community. Since its release and implementation in 2016, no changes have been made to the module content, delivery methods, or nationwide reports on the program's usage and impact. This includes its influence on positive caregiving by parents at home and the subsequent effects on children's developmental domains. This study offers data and evaluation to outline the effectiveness and efficiency of the BKB parenting program in Indonesia and discusses the impacts of existing contextualized parenting programs on parents and caregivers.

Parenting in Context
Parental or caregiver support is essential for children's development and learning outcomes, as the family is their primary source of education and where they spend most of their time (National Action Plan of HI ECCD implementation)1. In Indonesia, the East Nusa Tenggara province ranks 4th lowest among the 34 provinces for literacy rates (Alibaca Data by the Ministry of Education, Research and Technology, 2019)2. Additionally, Sumba Barat district ranks 3rd lowest among the districts in East Nusa Tenggara province (Education Report, 2022)3. BKB initiative has been implemented in almost all districts across Indonesia, funded through local and village governments. This initiative aims to provide holistic support to families with young children to enhance their development and educational outcomes. The program's objectives are valid, but further investigation is needed to determine whether its messages are effectively reaching the community.
Methods and Data Analysis
The data will be sourced from existing reports in the Sumba Barat district. Utilizing a qualitative method to obtain in-depth information, the results from Focus Group Discussions (FGD) and interview reports from facilitators and caregivers will be used as evidence to propose recommendations. Facilitators and parents will be asked about their preferred delivery methods and strategies for the parenting program, and the reasons for their preferences. The collected data will be analyzed to understand which methods and strategies are favored by parents and caregivers.

Findings and Contribution
The findings revealed that facilitators are struggling to understand the BKB module, facilitating the sessions, gathering participants especially male participants. The language is too formal and they tend to read the module instead of facilitating for the long sentences. The 5 cadres only facilitating for a month and not everyone has crucial role. Therefore, it is not effective. The caregivers confirms the findings, feeling less motivated to join the session for its delivery methods and strategies not meeting their expectation. These results can be used as learning and improvement in module and strategies development and revision.
