Late Bloomers, Rigid Systems: Comparative Insights on Nonlinear Learner Pathways and Educational Structures in the United States and Germany

Proposal

Within an increasingly globalized and polarized era, the work of educational improvement and peacebuilding must interrogate not only curricula, but also structural design of educational systems—including the timing and sustainability of learning opportunities along nontraditional timelines. This study investigates diverse learner experiences to explore how late academic awakenings and late-blooming learners, or “late bloomers,” are supported or constrained by the structural design of education systems across the globe (Levin & Levin, 1991). The present study also qualitatively compares educational systems and structures in the United States (US) and Germany to explore how the presence or lack of institutional flexibility and support may impact students who deviate from normative academic timelines.

Based on educational improvement science (Bryk et al., 2015), comparative education (Bray & Thomas, 1995), and transformative learning (Mezirow, 2000), this project centers the experiences of students in late adolescence and early adulthood who shifted their academic trajectories and identities after secondary schooling. Such shifts involve critical reflection and may be reflected in changing college majors, reengaging with intellectual explorations at a later age, or discovering alternative career pathways. Oftentimes, late-blooming learners experience such obstacles as delayed engagement with intellectual passions, unique developmental timelines (including those experienced by neurodivergent learners), or external circumstances (e.g., traumas, language barriers and transitions, changing support systems). This study thus investigates the following questions: How do educational systems in the US and Germany sustain or constrain late-blooming learners through structural opportunities? What institutional structures (e.g., age-bounded entry and access points, alternative learning pathways) enable or obstruct inclusive approaches to learning? And, ultimately, how can educators and policymakers adapt systems to better support long-term learner success?

This study engages with human development frameworks, educational improvement science theory, comparative policy analysis, and transformative learning. It builds upon scholarship on fixed educational trajectories, addresses how structural rigidity manifests uniquely in meritocratic versus tracked educational systems, and expands recent work on learner-centered systems design. With a nod to the importance of peacebuilding discourse, this study examines how educational systems may, to varying degrees, amplify social stratification and discourage learners, or inclusively offer and sustain opportunities for second chances. Simultaneously, improvement science offers an iterative, equity-centered framework to reimagine structural rigidity in education, fostering inclusion and peacebuilding.

In terms of research design, this study is grounded in comparative, qualitative case studies, in which semi-structured interviews will be conducted and integrated with both institutional data analysis and theory. Within the German context, this study will include students across tracked German secondary schools who experienced self-identified postsecondary turning points in their academic engagement or identity. Within the American context, this study will include college students who experienced self-identified academic transitions stemming from diverse reentry experiences shaping their academic identity (e.g., English-language acquisition, transfer, later return to school). The participant pool for this study will include between ten and twelve individuals per country who self-identify as academic late bloomers, and they will be recruited through university networks, Fulbright and alumni forums, and language learning communities.

Interviews will follow the participants’ educational journeys, identifying moments of challenge or difficulty, resilience, recovery, and self-discovery. Interviews will explore topics such as structural gatekeeping (e.g., early student categorization, GPA thresholds, entrance exams), perceived social support, curricula and teacher perceptions, and inflection-point experiences that catalyzed academic shifts and renewed identity. Institutional documents (e.g., admissions criteria, strategic documents, guidance counseling materials, curricula) will be utilized to analyze systems-based assumptions surrounding learning pace, trajectory, and student readiness.

Based on informal pilot interviews, preliminary themes suggest that late bloomers often experience a disconnect between their personal cognitive-emotional development and systems-imposed timelines. In both US and German contexts, standardized assessments and early categorization of students (e.g., as “gifted” in the US, as “Gymnasium-bound” in Germany) emerge as exclusionary design elements. However, the US system—though stratified—offers more accessible reentry and redirection points for formal education (e.g., community college pathways), whereas the German tracked system offers robust early pathways but fewer accessible opportunities for later redirection. Participants in both contexts emphasized the importance of personal motivation and educational resilience, as well as strong mentorship, in overcoming systems-based rigidity and learner discouragement.

Analysis will involve thematic coding grounded in both inductive and theory-based codes (e.g., path dependence, learner agency). Case study synthesis will further be employed to identify similarities and differences across the US and Germany, with special attention paid to institutional affordances and constraints. The purpose of analysis is twofold: to identify where systems fail late-blooming learners, and to understand how systems might be adapted to support and sustain nonlinear developmental trajectories as normative rather than exceptional. One of the goals of this study is to present actionable recommendations and opportunities for educational practitioners, policymakers, and researchers to collaborate cross-contextually and lead improvement within and across educational systems (Bryk et al., 2015).

Ultimately, this study provides rare qualitative insight into how the architecture of educational systems affects learner identity over time, particularly across a global context. Conceptually, this study also serves to reframe improvement of educational systems as beyond immediate academic success—rather, toward long-term success and inclusive systems-level flexibility. Whereas much of improvement discourse centers near-term instructional improvement, this study advances a long-term structural lens on educational improvement, in which (re)entry and access points, identity (re)development, and developmental pacing center design for equitable systems.

This project aligns with the CIES 2026 conference theme of education and peace in a divided world by foregrounding the role of education in bridging geopolitical, personal, and temporal divides. Systems often divide learners by rewarding those who are “on time” while discouraging those who follow later trajectories, effectually writing these students off prematurely. In such a framework, peace involves not only a reduction of existing conflict by mitigating educational obstacles, but also the prevention of future division by cultivating flexible systems that offer alternative pathways, second chances, and structural compassion to learners. By exploring how diverse late bloomers navigate educational systems not designed for them, this paper presentation offers equity- and improvement-centered design insights for a more inclusive and resilient educational future.
