Household Surveys for Learning Outcomes: A Training on UNICEF's Foundational Learning Module (FLS/FLM 2.0) Data Use

Description of Session

This hands-on workshop will train participants in the use of Foundational Learning Skills (FLS) data collected through UNICEF’s Multiple Indicator Cluster Surveys (MICS) in over 50 countries and territories, as well as introduce the updated FLM 2.0 module currently being launched. Using the R statistical software, participants will learn how to access, prepare, and analyze FLS datasets, with a focus on coding practices within MICS, the integration of early childhood indicators (ECDI), and the use of publicly available tools such as IPUMS MICS.

The training will emphasize working with multiple country datasets to explore cross-national patterns, including the challenges of analyzing learning outcomes in both single-language and multi-language contexts. Participants will engage with real data to understand how FLS indicators are constructed, how scoring approaches differ across modules, and how results can inform research and policy.

By the end of the session, participants will be equipped with practical skills to independently access and analyze household survey learning data, apply coding and scoring procedures, and interpret results in ways that support both academic research and evidence-based policymaking.

The workshop will also include introduction to collaborative work environments like GitHub.
