P115. The Integrated Management System for High-Risk Prisoners in Argentine Federal Prisons

Abstract

Resolution 35/2024 of the Ministry of National Security of Argentina implemented the Integrated Management System for High-Risk Prisoners in Federal Prisons (“Sistema Integral de Gestión para Personas Privadas de la Libertad de Alto Riesgo en el Servicio Penitenciario Federal”). The resolution explains that the concept of ‘High Risk’ refers to the participation of prisoners in criminal organisations, to the factual possibilities they have of escaping, either by their own means or with the help of third parties; of exercising violence towards or harming the community in case of escape; of directing criminal activities from prisons with an impact on society; of intimidating or corrupting prison officials, and of hindering ongoing judicial investigations.

After a year, the Ministry of National Security ordered different controls over the authorised visits of ‘High Risk’ prisoners, after detecting that a new strategy to evade the system's controls was being developed, which consists of using authorised visits to direct family members and lawyers as a means of transmitting orders and instructions abroad.

My essay on the Integrated Management System for High-Risk Prisoners in Federal Prisons aims to study the dimensions of the lives of prisoners labelled as ‘High Risk’ in federal prisons and the effects of this type of incarceration not only for their daily lives but also for their families, lawyers and human rights organisations.
