This paper examines the rise in "disturbance of the peace" incidents in São Paulo, Brazil. Despite the end of pandemic restrictions, call volumes have not returned to pre-pandemic levels, presenting ongoing challenges for law enforcement. The paper focuses on the phenomenon of unauthorized musical events, commonly known as "Pancadões," which are a significant contributor to these disturbances. "Pancadões" are unlicensed street parties characterized by high noise levels, large crowds, and often illicit activities, including drug trafficking and underage alcohol consumption. These events are typically organized via social media, allowing them to occur spontaneously and complicating police response efforts. Drawing parallels with similar phenomena like raves in the United States and Europe, this paper proposes a framework for understanding and managing "Pancadões" by defining the "what," "who," and "when" of these events. The framework is intended to aid in the development of effective police strategies and public policies that balance the need for public order with the rights and safety of participants, including minors. By mapping the key actors and dynamics involved, this paper seeks to contribute to the broader discussion on managing unauthorized public gatherings in urban environments.
