Comprehensive Security Plans are strategies or programmes designed to improve security in a specific region or local area. These plans are usually promoted by public administrations (local, regional or national) and aim to address the different aspects related to security in a comprehensive manner, not only from a policing point of view, but also considering social, economic, cultural and environmental factors. The objective of the current study was to define the essential elements that a Comprehensive Security Plan should contain, to be applied to the Basque Country, taking into account the following: 1) the main risks and threats that could compromise security; 2) the properties and assets that should be a priority for protection; 3) the necessary resources to guarantee the effectiveness of the comprehensive security plan; and, 4) the main stakeholders and parties involved, directly or indirectly, in the plan, as well as the way in which they should coordinate and communicate to guarantee its effectiveness. In view of the above, the different stages in the development of such a security plan and the elements it should contain are shown, based on the example of the Basque Country, paying special attention to critical infrastructures in that territory.
