Abstract

This paper explores the multifaceted challenges faced by the judiciary system in effectively addressing county lines and criminal exploitation. County lines, characterized by organized gangs utilizing dedicated mobile phone networks to distribute illegal drugs across geographic boundaries, pose significant legal and social dilemmas. The practice often involves the exploitation of children and vulnerable adults, heightening the urgency of judicial intervention. This study delves into the systemic barriers within the judiciary, such as inadequate legal frameworks, lack of resources, and insufficient inter-agency collaboration. By highlighting key case studies and current legislative efforts, this paper aims to identify effective strategies for enhancing judicial responses to combat the rising tide of county lines and safeguard at-risk populations, ultimately seeking to inform policy recommendations that foster a more comprehensive approach to this pressing issue.
