Developing research-based multi-agency social work to support clients released from prison in a digitalized society

Abstract

The research project ”Multi-agency social work to support clients released from prison in a digitalized society (VAPAA)” aims to find out, how multi-agency social work can support clients who are released from prison. Wellbeing services county of North Savo and wellbeing services county of Vantaa and Kerava in Finland are partners of the project and the research-based approach has been implemented to the process of building a model of multi-agency social work with releasees.
The VAPAA project is based on sub-studies and development workshops based on co-creation and collaboration with practitioners from statutory social work as well as from NGOs and from Prison and Probation Service in Finland. The VAPAA project includes a literature review of effective social work practices (N=42 articles), interviews with social workers on e.g. multi-agency collaboration (N=19), interviews with experts by experience (N=20), a survey (N=82) and a document analysis (N=59) of policy documents e.g. publications of ministries and strategies of wellbeing services counties. The theoretical background is based on desistance paradigm and integration into society.
This presentation introduces the process of research-based development as well as the initial model of multi-agency social work with releasees. The results have shown, for example, that social workers need special skills that take into account knowledge related to criminal background. Releasees have a wide range of service needs, and it is important that the multi-agency work is timely, sufficient and that the client plans and services by various actors are coordinated. The model will be completed by the end of 2025 and implemented to the social work of wellbeing services counties.
