Speaking into existence: On the performativity and symbolism of video surveillance in the quest towards smartness

Abstract

The way we imagine, construct, and discuss cities is constantly evolving. A drive towards smartness has accelerated the deployment of surveillance technologies, that may or may not be related to its securitization efforts. We asked ourselves what role the the implementation of (video) surveillance technology plays in the modernization of our urban landscapes. Focusing on three Belgian cities (Brussels, Antwerp, and Ghent) we conduct a critical discourse analysis to explore the drivers and promises articulated by key stakeholders: government, police, and the tech industry. Our approach combines an analysis of the cities’ historical and geopolitical contexts with an investigation of both official and backstage discourses. Through surveys and interviews with stakeholders, we identify multiple sociotechnical imaginaries that both shape and are shaped by the urban environment. Our findings reveal the heavily performative role that video surveillance technologies play in their discursive and practical deployment, aligning with the concept of surveillance theatre as proposed by Melgaço and Van Brakel (2021). It also shows the discursive use of the smart city through the eyes and goals of different stakeholders.
