The Importance of Education and Communication and the Use of Local Resources in Building Public Safety - The Example of a Flood

Abstract

In the face of natural disasters like floods, education, communication, and the use of local resources and relationships are crucial for public safety. This study examines these aspects using the example of the flood that affected Poland and Austria in September 2024. The aim is to identify the local consequences of the flood and the role of various actors in preparations, response, and recovery.

The study included psychological research on residents affected by the flood on the Polish-Czech border, conducted immediately after the flood and six months later. The results show how municipalities dealt with residents' trauma. The study considers psychological, institutional, and social perspectives, including viewpoints of authorities and residents, to identify key factors for creating crisis-resilient communities.

Based on interviews with local authorities, rescue workers, community leaders, and residents, the research covers economic, social, and psychological impacts of the flood, factors affecting perceived losses, evaluation of preparedness and rescue operations, and the role of local actors in crisis management.

Results indicate that education and communication are key in building flood risk awareness and mobilizing communities for preventive actions. Local resources, such as residents' knowledge and social relationships, are invaluable in crisis management. Good practices include actions by local leaders and NGOs that activated resources and mobilized residents. Community activity is crucial for safety during floods and other crises.

The study emphasizes the importance of tailored psychological support for trauma victims, leading to greater resilience and better communication. It concludes that local authorities should invest in education, communication, and local resources to minimize losses and ensure public safety in future threats.
