(In)visible costs of domestic violence in Poland - a case of country with low data availability

Abstract

The aim of the paper is to develop a methodology for calculating the costs of domestic violence, under the conditions of limited access to registered data that characterize Poland, as well as other countries of the CEE countries.
The presented calculations refer the possible costs in the life course of people experiencing domestic violence in Poland. Due to the fact that we could not directly reach families experiencing domestic violence in sufficient numbers to conduct the piloted cost survey, we decided to implement an indirect variant of the survey, i.e. filling out questionnaires by professionals working directly with families experiencing domestic violence.
In the first step of the analysis, models, i.e., the most common cases of families characterized by a certain type of violence and a certain life situation, were determined in close cooperation with a nationwide non-governmental organization providing support to people experiencing violence. These are: a middle-aged woman with or without children, a young person, childless, a middle-aged man, an elderly person, a teenager, an adult with experience of sexual abuse and violence in childhood, a person with a disability experiencing violence from a family/guardian, an adult with experience of violence from a family member with a mental disorder. In the next step of the analyses, a questionnaire was developed to collect data on a specific case of violence, which then was used to calculate the costs within each model. A total of about 60 completed questionnaires were collected. The sample was not representative; it was used to develop a preliminary cost estimate and to prepare a survey on a representative sample. The data from the questionnaires were then aggregated, and a detailed life course cost estimate was developed for the case of a middle-aged woman with or without children.
