Combating criminal clans and family-based networks is complex. It requires a mix of repression of criminal activities, prevention of intergenerational transmission, empowerment of non-criminal clan members, investments in the social structure of neighborhoods, and in the professionals who deal with clans and family networks. Moreover, it needs a multi-agency approach, in which various actors, both on local and transnational levels, aim to influence criminal decision-making processes, to change the situational opportunities of crime (crime scripting), and to regulate the social organizations that have been closely associated with criminal behavior within clans and family networks. This paper examines new strategies in several European countries, their outcomes, and ethical issues involved.
