P018. Civil Security Foresight by Law Enforcement Agencies: A Scoping Review of Foresight Methods

Abstract

Foresight methods play a critical role in helping law enforcement agencies (LEAs) anticipate and address future challenges. Yet, law enforcement agencies seeking to implement their own foresight program face significant challenges in selecting appropriate research methods. To date, no study has systematically reviewed existing foresight practices to guide LEAs in selecting appropriate methods to conduct research for strategic decision-making. Therefore, our aim was to identify the scope of methods used in public sector foresight for the civil security domain. Five databases were searched using the Web of Science and ProQuest interfaces. We included English language studies, including articles, reports, and proceedings. By providing an overview of foresight methods, this study seeks to aid LEAs in developing foresight programs for long-term strategic planning and decision-making.
