Anti-Corruption Education as an Essential Part of Anti-Corruption Measures in Ukraine

Abstract

Education in the field of preventing and combating corruption is an integral element of the mechanism of preventing corruption in Ukraine. Effective implementation of the anti-corruption policy is impossible without awareness-raising activities. Information campaigns should target different social groups and aim to reduce tolerance to any form of corruption. Today, Ukraine has effective anti-corruption legislation, specialised bodies and judicial practice. Large-scale active work in the field of developing effective anti-corruption legislation and the actual implementation of relevant reforms in Ukraine began in 2014. According to research conducted in Ukraine prior to 2014, more than half of the population was inclined to commit corruption offences if it could help solve a personal problem. In addition, a significant part of the population cannot recognize certain types of behavior as corrupt, which in turn leads to the inability to implement measures aimed at combating corruption. As a result of the implementation of anti-corruption reforms in Ukraine over the past 10 years, the proportion of the population with a negative attitude to corruption has been gradually increasing, with 57.9% of respondents in 2024. Also, the share of people who are ready to report corruption to law enforcement agencies and those who approve of whistleblowers has increased significantly. Building an intolerant population to corruption is a long process and there are many tasks to be implemented in Ukraine. Anti-corruption measures and the formation of a corruption-resistant society are especially important in the context of martial law in Ukraine.
