Session Submission Type: Roundtable
This roundtable is designed to feed into the IPPF’s October 2025 International Colloquium which, in partnership with the Japanese Ministry of Justice and the United Nations Asia and Far East Institute for the Prevention of Crime (UNAFEI), will be held in UNAFEI’s premises in Akishima City, Tokyo from 7 to 10 October 2025. That Colloquium is itself designed to feed into the 15th UN Crime Congress in Abu Dhabi, United Arab Emirates, which takes place from 25 to 30 April 2026 and has the general theme of ‘Accelerating Crime Prevention, Criminal Justice and the Rule of Law’.
The IPPF roundtable will be chaired by Professor Dr Stephen Shute (University of Sussex, UK) who is the IPPF’s President. He will be joined by Professor Dr Rita Haverkamp (University of Tubingen, Germany), one of the IPPF’s two Vice-Presidents. Together, they will lead a wide-ranging discussion based on reducing reoffending and provide an update on the outputs of three IPPF preparatory online seminars which will have concluded by the ESC’s 25th Annual Conference.
The IPPF’s roots date back more than 150 years. Its history began with a decision in 1872 to establish an International Prison Commission (IPC). This was set up to collect national prison statistics and make recommendations for prison reform. When the League of Nations was formed in 1919, the IPC became affiliated to that. In 1929 the IPC became the International Penal and Penitentiary Commission (IPPC), its name chosen to reflect its work on penal legislation. After the United Nations was formed, the IPPC was dissolved in 1951 and the IPPF was formed.
