The Social Agenda of the Telecommunications Regulatory Board of Puerto Rico: Universal Access and the Information Society

Abstract

For the last twenty years the 1996 Telecommunications Act and the Telecommunications Act of Puerto Rico have been implemented in the telephone and cable television industry in Puerto Rico. Based on institutional documentation, market data, in-depth interviews and journalistic sources, this presentation examines the programs and milestones that frame the social agenda of the Telecommunications Regulatory Board of Puerto Rico since its creation in 1996. First, we discuss the mission, organization, economic model and programs of social interest, particularly in relation to consumer rights and the goal of providing universal access to all citizens. Secondly, universal access programs addressed to socially important groups defined by income, geographic location and physical constraints. In particular, we’ll examine programs such as Universal Service, Telecommunications Relay, Isolated Communities and Internet Centers and Public Square with WiFi capability. Finally, special attention is given to programs aimed at reducing the digital divide and the development of broadband Internet in Puerto Rico, as important trends in the development of the Information Society in Puerto Rico.
