Abstract

Our panel as a whole takes a critical approach to how communication as technology is expected to contribute to social change, but ends up falling short.n We explore the intersection of information communication technologies, empowerment through digital technologies and micro finance by looking at specific contexts mostly in digitally mediated environments. Panelists examine the globalization in relation to the global south. We look specifically at rural financial development programs such as microfinance, global north empowerment programs for developing world locations such as one laptop per child as well as supposedly grassroots movements using mobile games to create awareness of social issues. Panelists cover a range of expertise. Thus some of us are long time researchers engaged in the field of development communication who are able to point to paradigm shifts as the field of development communication makes shifts into the digital realm through ICT4D and others enter issues of empowerment and development through an expertise in the study of digital and gaming environments in an emerging ICT4D 2.0 paradigm. Our respondent is an established scholar in global political economy and social change research and will surely push the discussion and dialogue towards the intersection of digital cultural production and consumption in relation to political economy in global digital contexts.
