This paper presents the results of Round 1 of a Lockean Delphi survey with 31 Higher Educational leaders around the world in a bid to gauge their sense of the emerging issues in Higher Educational leadership within Industry 4.0. Four issues facing Higher Educational leadership emerged in this first round survey.
