Index of development of Civil Society Organizations at the subnational level in Mexico 2022

Abstract

This presentation aims to present the methodology for the construction of an Index that assesses the state of promotion (refering to the creation of a legal, institutional and policy framework for the development of civil society organizations, CSOs) focoused to the CSOs, in order to study and compare the state of the regulatory, institutional and public policy framework, in each of the 32 federal entities of Mexico during the years 2021 and 2022.
The Index constitutes a tool, mainly quantitative, for the study of the promotion of CSOs and is made up of 3 dimensions, 11 sub-dimensions, 57 variables and 177 indicators, with specific weights assigned, in order to correct any internal imbalance due to the de facto, real and effective importance that certain elements (or variables) have with respect to others, since they have an impact on different scales and cannot be equated in the same magnitude in terms of the influence they exert and the role they play in achieving promotion in the 32 entities of the country.
Thus, this presentation describes the critical path and the elements that were considered for the construction of the Index; as well as the results obtained in each of its dimensions and challenges that we face in the future based on understanding the particularities of the promotion in each of the entities. In this sense, the results are also analyzed and the way in which the policies aimed at CSOs can be improved, to the extent that the data allows the evaluation and comparison of the promotion in the country's entities.
