What are localization determinants influencing creation of non-governmental organizations in V4 countries in Europe (Czech Republic, Hungary, Poland, and Slovakia)? This paper is a follow-up on analyses of da Costa (2016), Dipendra (2018), Karner et al (2023) postulating that NGOs tend to operate in areas which mirror local community needs, have available resources, substitute, or complement the role of the state. The aim is to use data from V4 countries’ NGOs register and explain via quantitative analysis NGOs densities in districts and characterize important localization factors in these countries. OLS regression is utilized to examine NGOs density and the number of NGOs based on the districts socio-economic characteristics in the V4 countries. As expected, higher NGOs density is in the capitals and developed districts in comparison with lagging regions. Interesting is the highest number of NGOs per inhabitant in Slovakia. By mapping of key differences among districts is better to understand unmet community needs and V4 governments can better divide resources into districts which need cover quasi-public goods which NGOs cover.
