A Comparative Research on Dormant Fund Schemes and Social Enterprises

Abstract

Introduction: The aims of the panel
In many countries of the world, various social enterprises play important roles in solving social issues, such as rural revitalization, and poverty reduction, supporting the fragile people is important. To finance these activities dormant fund has been used in several countries. In this session, we would like to focus on the activities of social enterprises and the roles of dormant fund (DF) schemes in financially supporting the activities of social enterprises for public purposes. We would like to discuss whether it is effective to invest funds to social enterprises, since social enterprises can make a profit, and can pay returns to investors. Thus, social impact measurement is important since the dormant fund scheme is based on private funds originally from dormant assets, and disclosure of the results of impact measurement.

Paper1: Estimating the Size and Structure of the Social Enterprise Sector in Japan Compared with the UK
Social enterprises have played more and more important roles in Japanese civil society. However, information on the economic size and structure of the social enterprise (SE) sector is very limited. We estimated the size and the structure of the social enterprise sector in Japan, using the operational definition used in the Cabinet Office report. We found that Japan has a much larger social enterprise sector than the UK, which has a longer history of SEs than Japan.

Paper 2: Effects of Dormant Fund Utilization Scheme on Financing Social Sector in Japan
Using the latest micro dataset, we analyze the structure of fund flows and the possible impacts of the DF scheme on the activities of social enterprises. We found possible impacts of the DF scheme on the activities of social enterprises. One of our research questions is whether the DF scheme be more effective in supporting the growth of the social enterprises sector if loan and investment schemes as well as grants were introduced.

Paper 3: Social Impact of Dormant Funds on Civil Society: International Comparative Studies
We analyze the roles of DF schemes in financially supporting the activities of social enterprises for public purposes. We would like to shed special light on 4 countries the UK, Ireland, South Korea, and Japan, all with their own DF schemes that independently run from their governments, while all 20+ countries were surveyed to get basic information for international comparison. Our comparative study could help to launch DF schemes in countries without the system at present.
