In early 20th century Chile, how to handle political troublemakers, in particular anarchists, was a pervasive theme in official circles. It was also a recurring theme in discussions between officials from various neighboring states (Peru, Bolivia and Argentina). How were decisions about the location for expulsion and/or exile made? What kinds of factors shaped those decisions? Looking at the cases of expulsions and 'internal' detention from c. 1890 to 1930, this paper attempts to answer such questions. Particular attention is given to the Islas Juan Fernandez as a physical site through which to untangle the logic of many of these official arguments and decisions.
