Session Submission Type: Panel
This second session of the panel ‘Sites of Power’ will explore the nature of executive-legislature relationship in Latin America during the nineteenth century. In particular, panelists have been asked to examine the extent to which congresses managed to exercise the ‘check and balance’ function that was expected from them, as Latin American countries adopted modern representative institutions. Were congresses mere rubber stamps of presidential decisions? What limits were congresses able to impose on Latin American presidents at a time apparently dominated by the rule of caudillos?
